The Demise of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are delivered from multiple capitals. Immense energy is expended on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from Russian territory, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems thundered: defensive missiles targeted at a incoming threat. This was a advanced protection mechanism at work, probably provided by Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun engaged a drone in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to surrender the land that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its benefit.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
